How can conservatives win over Hispanic Americans to ensure USA stays conservative?

Enforce immigration laws. Hispanic Americans are angry because they had to come through the front door, get a green card and eventually apply for citizenship. It takes years and costs thousands of dollars. Most Hispanics are angry because now anybody can just walk through the open southern border and can immediately get benefits and free healthcare and housing.
