Technically illegal. But is it really illegal if the law isn't enforced? For example in the UK burglary is against the law but the police won't pursue you for it, they are too busy breaking up women's rights protests or handing out speeding fines.

That's an oxymoron. If the law allows you to break it, there is no law.

Having said that, in some situations (peaceful protest, for example), the law is not enforced, and that's okay.
