No. Every country has some preparation for if they're invaded but the phrase prepare for war suggests to me that you're looking to be the aggressor.

actually no, the assassination of Franz Ferdinand combined with the heightened nationalism of nations was the main reason... the fact is that if a robber knows that in one house people are armed and in another house they are not, what do you think his decision will be?

The assassination was the spark but it's hardly a valid reason to send millions to their deaths. Had they not built up huge armies on all sides they would have gone to war over such a trivial incident.
