I would replace every military officer and manager in the civil service with people loyal to me. When some judge would rule it to be a violation of the law, I would declare that attempts by Congress to regulate the inner workings of the Executive Branch are unconstitutional (which is true) and will be disregarded. I would then declassify everything related to unconstitutional or immoral actions of past administrations, evidence on how the USG destabilized foreign governments, as well as details on the collaboration between corporations, NGOs, and the deep state in the surveillance, propagandization, and suppression of speech of American citizens. Then I would direct the DoJ to prosecute all those involved. I would then move to distribute the bureaucracy to offices scattered around the country, such that no more than 10% of the federal apparatus is concentrated in DC, which would go back to being a sleepy town.

Think it’s impossible? Think again. In his first inaugural address FDR warned Congress that if they interfered with his administration he would disregard laws to that effect and would exercise his proper constitutional authority. The president was never supposed to be a figurehead that is bound to bureaucratic process, but a sort of elected monarch with the power and responsibility to execute law and run the bureaucracy in a manner of his choosing in order to give the people a way to cut through oligarchic power.

Tempting as it is to say "abolish the Patriot Act" or "arrest Congress", the President can't actually DO that; the real power in government is in the legislative branch.

What I WOULD do is discreetly contact police departments all over the country and have every single SS facility raided at once, and every document and computer seized- then wiped. Work computers? Gone. Servers? Gone. Smartphones? Gone. Pocket notebooks? Gone. Arresting the employees, tempting as it is, would be meaningless, since the Supreme Court ruled that the 13th Amendment is just a suggestion, so they're not technically violating the law. Pushing tens of millions of people into a position where walking into crowded areas with a high-powered rifle and opening fire at random can be legitimately called self-defense, however, IS a genuine threat to national security- and once those databases are gone, they're GONE.

The President doesn't have the power to stop Congress from enslaving the country, but he CAN force them to be open and upfront about it.

I would get rid of citizens united, the Patriot Act and probably fire most of the government. I would dissolve the CIA, the FBI and many other organizations.

Ideally I would facilitate the passing of a law that gives everyone the same protection from forced genital mutilation. Not just females like in 1997.
