
Is Justinian I one of history's greatest leader?


Eh, I think a lot of Justinian’s greatness was due to Belisarius. He got lucky in that he had a very, very capable and talented general who was also loyal to him. This provided him with the security and resources through conquest that helped Justinian to achieve greatness.
Of course Belisarius wasn’t responsible for the rewriting of Roman law into the Corpus Juris Civilis. That was probably Justinian’s greatest accomplishment. A code of law that governed his empire and that would later serve as the legal foundation for the laws of many nations to this day.
I think it is very difficult to rate one leader as being greater than another but as one of the greatest he is a shoo-in. Many accomplishments under his reign and I think a great leader can take credit for the accomplishments of those he has appointed.
The Nika riots were the biggest blemish and his reign seems to have been saved by his wife refusing to run

Justinia's main purpose was to take back the Western Empire, which had fallen into the hands of the barbarians, as a result of discussions in the field of theology.
To bring back peace to the dispersed church under the Orthodox religion and to compile Roman law. The first two goals are temporarily achieved.
