Because those laws were written decades ago during a period of time where there was a surge of outrage for how poorly society was treating women. This surge meant that the people in power reluctantly gave them their rights. The moral of the story is that if you want your rights respected you need to push your politicians to the brink of a civil war.
This has lead many pro-male rights advocates to incorrectly assume that the people standing in the way of their rights are women rather than the politicians and waste all their energy to attack the wrong group which will never actually result in a change for the better. At this rate the only group that is organized enough and motivated enough to influence politicians to change their laws to help men is feminists which presents a hilarious situation where feminists tries to expand the protection to men and the male rights activists attack them while thinking that the feminists are the problem, meanwhile the politicians just laugh and shovel another handful of public money into their pockets.

That is old school thinking back from the romanticized period where women and children were seen as defenseless and masculinity included the duty to protect them. A great example of both toxic masculinity and the problem of traditional gender roles.
