So, out of a budget that spends 6.584 trillion dollars, 0.992 trillion of that is discretionary spending.
That's only 15% of the budget.
Discretionary spending is spending on everything else which includes the space program, medical research, roads, law enforcement, and, yes, foreign aid... It is pretty much every thing else that isn't an entitlement (the mandatory spending) and defense...

So, in other words, we aren't pissing away our money on other countries.
