Why still in the mordern world is it that any causalities in any incident are specifically mentioned for "Women & Children"?

I could understand about children, but why when women are "independent and strong", they are till mentioned specifically. And the bigger question is then why are men ignores?

You've missed a step: men are mentioned, just not as "men"; they're "sailors" or "miners", or whatever they were doing that put them in position to be victimized. Men aren't valued for what they are, but what they do.

Warren Farrell wrote a book about this (and some other, related issues). If you really want to understand, then track that book down and read it. Then watch a few videos of interviews with him; get a sense (which needn't be too deep, but still, a sense) of the guy's message and personality.

Then watch footage of the University of Toronto protest against his appearance. That will tell you all you need to know.
