Members of both political parties are influenced by donors.

Conservatives, starting with Raegan, accelerated the trend by shamelessly giving the rich a huge tax cut under the guise of "Trickle-down Economics." The trend continued with Newt Gingrich and others overtly appointing judges because of their conservative views instead of their judicial credentials. The Bushs were honorable American leaders, thinking about the country first. Donald Trump made up for lost time and is overtly corrupt in virtually every regard.

So, to answer the question. The decline started in the early 1980s and things are getting much worse, much faster.

i forgot to mention that birth rates actually started declining after the 1800s which has always been a marker for how successful a civilization was

That often seems the trend as a population becomes more educated and affluent that birth rates decline. It's a marker I generally see as a positive provided it's correlated with longer life expectancies, lower rates of illiteracy, and higher median household income provided that the birth rates don't decline to the point of posing a danger.

My main concern often has to do with the breakdown of families and the skyrocketing rates of incarceration. The two most alarming figures to me about the US at a glance is that it has the largest prison population in the world (both proportionally and in terms of absolutes) and the sheer number of children raised outside a two-parent household, and the two seem tightly correlated.

Things just seem to start going horribly awry when the family structure begins to break down, and that breakdown seemed to begin in the 1960s with the sexual revolution and the establishment of the welfare state.

We have this same problem here in Japan. The birth rate has declined to dangerous levels with future populations projected to look like this:

you know also 60s was the begining of the hippy movement, also what was seen as many as the rebelion period. thats when america went against family values for the first time. it was also the disintegration of the nuclear family. thats when people really started going their own way and become individualistic. not to mention the begining of drug culture. so indeed a lot of permanent changes happend in that time

Depends how far back you wanna go, cause realistically the major decline was when free labour from owning slaves got pushed back on and as that progressed to get rid of racism and that. America lost a lot of what gave it a big push into a advance society so quickly.
Though modern day is certainly better as it is a good thing that racism and slaves went away just from the growth aspect it created a decline.
