Well Saudi Arabia was a big ally of the U. S. and most of the terrorists came from there and many people in the intelligence agencies tried to warn president Bush that this was going to happen and he said you've covered your ass now leave. Then they got to pass the patriot act and invade other countries for fun and his approval rating shot through the roof. I don't know about orchestrated probably they just let it happen or something like that. I don't know all the people who were involved and what their motives were etc. So I can't talk about that but the circumstances do strongly point towards that someone was interested in letting this happen.

Its not impossible. They could have tried to copy what Roosevelt did with the attack on Pearl Harbor to motivate war. Roosevelt knew about the planned attack on Pearl Harbor, but allowed it to happen to motivate congress to declare war.
