Yes, it is inefficient and unfair. It rewards certain groups and penalizes others and the decision of what group gets favored over another is usually politically motivated.
Placing unqualified people into positions of authority often causes bad policies resulting in inefficiencies and even death.

Yes, it’s a BS concept that consistently fails to promote the best candidates. It causes untold problems as lesser qualified people are not only hired but put in decision making roles which is disastrous. It is racist and sexist which is exactly opposite of what it is intended to fix. I have seen it firsthand and it has extremely negative consequences BUT it is political as all things are today and the peopke who benefit are not the types to give it up.

I have found that the people who promote this concept are very racist and sexist. But, be careful as it is in for the moment and it will get you targeted in a company that promotes this. Not just by the company but by certain groups of people who band together to hurt you. As a black person sincerely warned me, you could get “blacked” (not in the sexual term).
