What’s the point of gang culture?

I’m assuming it mostly has to do with the lenient no fault divorce laws creating a lack of fathers in the community. Babies are like prostitution for like half of the women out there due to the relaxed American divorce laws but we don’t think about the side effects of fatherless homes. There are better things out there if you are falling into the wrong crowd there is more to life. I’ve seen too many people go down the wrong path here in Chicago and it breaks my heart to see a guy you knew as child turn into that.

There isn't really any such thing, any more than there is such a thing as "company culture". Each group of people is different, but academics and airhead media need to pigeonhole in order to claim to have rationalised the matter.

As for your assertion, you need your fucking head examined. Most gangs are FAMILY affairs and the affiliates will work under those family ties.

The "culture" aspect is loosely around how they are organised and the "rules" and "behaviours" expected of them. But if you look at gangs in Japan and compare them to gangs in India or Europe, they are very different setups.
