Because we're a free society, and don't "ban" people just because we don't like them. Criminal activity is one thing, but free association means that people are free to congregate as they see fit.

We HAD a society that restricted gatherings that offended the government; we fought a war over it (among other things). One of those societies is now a fourth-rate power; one is (if barely) the preeminent power of the world. The results speak for themselves.
