Should governments sanction countries which allow hunting of endangered animals?

Hunting is regulated in developed countries. Many species are protected and the ones that are allowed to be hunted have seasons.

Most developed countries have only recently banned Ivory and Lion trophies imports.

It is not illegal to hunt elephants and other endangered animals. To hunt a Lion or Elephant is as easy as going on holiday. You just book it with your credit card. African nations allow this. Should they be sanctioned for doing this?
