They definitely are taking advantage. I know someone who doesn't allow pets in their rental, but had to allow one renter to have her 21 "emotional support" animals because she has a doctor's note. Rats, dog, cats, gerbils, birds, tarantula, lizard, snake, you name it! She has 2 teenage daughters collecting as many exotic pets as they can get their hands on and there is nothing our friend can do. He's waiting to finally be able to condemn the home for health safety.

No they should not. Or, if we're really going to go down this road, there need to be standards and limits. And I realize my opinion won't be popular but I really don't want to hang out with peacocks, rodents, and all the other creatures that folks have as ESAs.
I don’t know of any incidents but I’m sure there are. There should be limits on quantity, and where they are allowed to avoid people taking advantage
