I've never heard of a Spanish woman named "David" before.
Anyway, the chairwoman isn't wrong- if you're a victim of a crime, the way to get redress is to go to the authorities. There's room for complaint if said authorities ARE the criminals, but that doesn't seem to be the case, here. If you're going to Twitter instead of the cops to report a rape, it's pretty clear you're looking for status, not justice. If you're doing so to defame an entire country without the slightest shred of evidence, then the only way it's NOT motivated by lust for power is if it's motivated by lust for revenge- or simple bigotry, since there's no way to know if it actually HAPPENED.
Carolyn Bryant did exactly the same thing, save that the social media platform in question wasn't electronic. Do you call criticism of her "victim blaming"?
If David was, indeed, raped and robbed by Indians- or anyone else, for that matter- then that's awful, and the police should get involved, find and arrest those responsible, and try them. But the only difference between "vigilante justice" and "mob justice" is the number of letters.

Is this new? Is this surprising? I think india is on a no go list for anyone who is white, I am sure there is a list where india is named where people are told not to go to this country

They should have their dicks cut off! Remember when you were a kid and you were mishandling something and your parents took it away from you BECAUSE you were abusing it? Well, the same applies, here! If you can't be responsible for your own dick and can't use it respectfully, you don't deserve to have one! For that matter, give them a sex change and make them as sexy as possible and see how THEY like being raped, especially by guys they know!
