Great question. Definitely not an easy one to answer. But Guysanswersgirls123 is right. I was going to go with the orphans but that was based off of emotional impulse which is not a great way in ruling a kingdom.

I suppose soldiers since I'd favor a policy where we'd only go to battle in cases of dire need for self-defense. So if the soldiers lose, then the kingdom is lost.

It's not a decision I'd make without a heavy conscience, but I'd see the rationale like how on airplane flights, they tell parents to put the oxygen masks on themselves before placing it on their children, not because the parents are more valuable than the children, but because it's actually the best way to make sure the children survive. If the parents pass out trying to put oxygen masks on their children first, everyone dies.

I’d find a way to split it up amongst both. Smaller portions, sure but better that than dissing one for the other.

Soldiers: only if they were fighting to defend my country. Not if they are 2000 miles away participating in another country's civil war like they have been for the past 20+ years.
