Can you block a gender restroom or locker room because a group of the opposite gender uses it for activities?

This subject has come up in the community many times. If a visiting girl team comes to your school and uses the boys' locker room, does that mean that the boys are not allowed to enter their locker room? The other girl's team is in the girls' locker room. If a male visiting team comes to your school and uses the girls' locker room, does that mean the girls can not enter their locker room?
