If everyone has the exact same chances but a certian race falls behind, you are either blaming attributes of their race or admitting they did not have the same chances. If you are admitting they did not have the same chances but it's because of parenting you are either saying they are bad parents because of their racial attributes or admitting the parents had lesser chances, too. And so on. A system of lesser chances provided to a specific race. If you have some term for that besides systemic racism feel free to use that.

There are other factors than some fictional boogeyman in the government that just has it out for black people despite them being a huge voting block that both sides have to cater to.

In Africa they have done a pretty poor job for themselves. Do you know why that is? It is not genetics and it is not systemic racism. It is literally because of geography, that is what has fucked Africa the most.

What has fucked American blacks the most? Welfare programs that promote single parent households. Welfare is fine and dandy but it should not encourage people to be single parents.

That and also black people are fed a victim narrative and they blame troubles that are completely unrelated to race on race. Once you start along the path of learned helplessness, it's hard for people to get out.

If you do believe it has to do with their choices but that white people would make identical choices in identical situations, then you are saying the problem is the range of choices presented, which is also part of the environment. And if you are saying white people would make different choices then you are arguing eugenics. I'm not saying all the situations for all white or black people are identical - the opposite if anything.
