Why is it only blacks are allowed to have a full month to celebrate being black? Why is there no Chinese, Hindu, Indian, Japanese, etc. month?

Because they did not make one? Black history month is not created by the government or anything, it was created by the people and everyone else just has to accept it exists now. You want a holiday or event? You create one and hope people agree with you. Get enough public support and you got your own holiday or event. Simple as that.

They make a big deal out of those month and have plenty events, festivals, and parades.

It wasn't to the same scale as with blacks so people have less guilt. Asians also have a different culture/mindset in general.
