Unemployment is paid by employers, not general taxpayers. It can also be challenged by employers. So very few cases of unemployment are the result of fraud. If employers don’t want to pay unemployment, all they have to do is use reasonable dismissal standards.

Not likely. “Unemployment” is actually short for “unemployment insurance”. Employers are required by law to pay in. The state may incur some nominal costs for enforcing the law, but i it’s highly unlikely that taxpayers are paying that bill. If they are, then Texas lawmakers and voters are complete dumbasses. I’ve lived in three states and i have extended family in seven. Literally none of them have tax funded unemployment systems. It’s not welfare. Also, nobody would collect if employers weren’t firing and laying off workers for shady reasons. Claims for unemployment aren’t handouts. They have to be justified and if the employer challenges, they have to be proven.
