There are many states that pass laws preventing cities from passing common sense legislation for their situation. Gun control, anti-covid precautions, sick leave protections, etc..

The red states in this map have laws preventing localised sick leave laws.

Oh, and for the record, capitalism is not a construct of the republican party. Capitalism has been around since long before the two dominant parties even stood for what they do now. Capitalism was king when we were fighting over ending slavery. The republicans did that.
Capitalism was developed by the unproductive wealthy for the unproductive wealthy in response to the bartering economy. Most people were trading in goods and services. You can’t eat or drink shiny baubles, and there are better materials for making tools and building structures. So an artificial currency based on commodities controlled almost entirely by the unproductive wealthy was developed, and banks were formed to artificially control the currency. Capitalism was born and it did NOT have a political affiliation. If you think the wealthy democrats you serve are less corrupt than the wealthy republicans you oppose, you have a lot to learn about how the world actually works.
