Death is measured in multiple ways, whether it is quantity of victims, intention of perpetrators, duration of aggression, brutality of deliberate attacks or unintentional consequences, the presence or absence of proxy factors that led to death so while measurement of personal trauma is easy, measure of guilt or attribution of condemnation and its degree and form is not as obvious as a smear of blood. I’m not saying Netanyahu is appropriate, but you asked if he compares with other figures and I say, this is a multi factorial question with indeterminate considerations.
Not in the least (well, except in the sense of corruption, and placing his own welfare above that of his country DOES make him kind of like Putin, I suppose). But he's much closer to the likes of William Sherman or Andrew Jackson.
