A Latino friend of mine told me how he was walking down the street and a car was blocking the sidewalk. He walked to go around it and the front door was open. A white lady who owned the car ran up to him and while she was kind of smiling nervously she said "hi, no." He explained he wasn't trying to get in her car she said ok, but did not apologize. He was angry as he walked away, because walking the way he did was the only way to get around the car. I didn't feel it was racist do you?

Your friend sounds like a weak bitch. While she clearly didn't express any notion of him being inferior or superior based on his race and didn't make any mention of a particular trait being attributed to him due to his race, it's clear that he's pretty much inferior to most people so even if she did make a statement that she was superior to him it wouldn't be racist.
