When it comes to France's territories, is France only investing in areas that have majority White populations?

I'm not trying to shit on France and I'm by no means a White black nationalist, I'm just curious, because when it comes to France's territories it seems that the areas that have a White majority are really upscale, while the areas that have a black majority are very neglected. One French girl said it's the job of the prefect of these places to invest in them, but if that's so, and the prefect is black, why wouldn't he invest in his own people? And I would imagine the French government has some obligation to maintain these areas. I'm just surprised and frankly disappointed, because I expected ALL French towns to be very beautiful and upscale, yet we see a stark contrast in White majority areas vs black majority areas.

Even on the same island, one area can be very upscale and another can be very rundown.

They chose themselves to stay part of France so they'd be better off than sovereign nations, and they still are, but the black areas are very ugly and rundown
