When it comes to France's territories, is France only investing in areas that have majority White populations?

I'm not trying to shit on France and I'm by no means a White black nationalist, I'm just curious, because when it comes to France's territories it seems that the areas that have a White majority are really upscale, while the areas that have a black majority are very neglected. One French girl said it's the job of the prefect of these places to invest in them, but if that's so, and the prefect is black, why wouldn't he invest in his own people? And I would imagine the French government has some obligation to maintain these areas. I'm just surprised and frankly disappointed, because I expected ALL French towns to be very beautiful and upscale, yet we see a stark contrast in White majority areas vs black majority areas.

Even on the same island, one area can be very upscale and another can be very rundown.

Better question is why are White area cleaner than others? Is it because of some politician living so far away? We give them so much money, they're so better well off than any others independent territory but if they don't take care of their own things there's not much we can do for them. This is exactly what's happening in the Island and territory of majority Muslim, we give the same things to everyone but some are more careful than others, some take care of their things and try to arrange things and others kick down everything then cry about being unloved and having nothing.

If we give all territory all 1 million of euros but some decide to blow it all on stupidity we can't really give the another 1 million it's just not possible. They have to be mature.

School in Marseille are destroyed and shitty and in my area too but that isn't the government fault that just cause student aren't respectful at all an love destroying everything not following law (they play with football ball in interior of the school then cry about window and the ceiling being broken...), they also multiple time have stole money from the school and cried about not having heating in class...

Just like in 93 Paris, it's people that shit and piss inside their apartment and common area then cry about them being dirty and smelling bad... White people don't do this kind of stuff.

I'm not sure I think Guadeloupe is safer because Guyana is full of druggies and drugs dealer, they enter the territory by the Amazone and then pay French people to take plane (with drugs in them, like they swallow small bag of coke and go take a plane to France to bring the drugs there). It's extremely dangerous but they pay well and like there's not much work in Guyana young people do it. Police try to stop them but the problem is that our mayor themselves are drugs dealer and launder money themselves so no matter what police officer try to do they can never really success doing it because of the mayor and higher corruption.

Lately two mayor have been arrester for money laundering and drugs trafic. No wonder police officer compare France drugs trafficking to Mexico and Colombia...

In the end no area of France are dangerous if you're a normal person. I live in a bad area and never had any trouble, I even had to work at night (in a bank no less) and walking into dangerous area of the city and nobody ever bothered me and drugs trafficking is very high where I live, plenty of prostitution too. My neirghour is a drug dealer and they used to have a whorehouse in my city, nobody bother you if you don't bother them. I caught my neirghour selling drugs he saw me but didn't do shit except saying hello to me cause he kown I don't go looking for trouble.
There's also many ex prisoners in my village and they never did anything to me or any other person.
I think people make it out to be more dangerous than it really is, those people won't hurt you if you don't bother them, if you're just polite and that's it (like saying hello and minding your own business they don't care about you).
There's plenty of tourist in my village nobody was ever hurt.
I think they mostly dislike self righteous people more than anything but if you're normal an not trying to act like a hero or better than them they won't do anything to you

I don't know about French Guyana, but in regular Guyana they have robberies with assault rifles. Guadeloupe has a lot of theft, but I've never heard of a tourist getting killed.

Damn. LOL You told me the drug dealer story before, but I didn't know it was your neighbor. That sounds like my dad's village, though there weren't really any drug dealers. But one of his friends was well known in the village or being a thug. He was always stabbing people and was involved in illicit activity. My dad's family always said he owned a whorehouse too, but I don't know how true it was, but I wouldn't be surprised. I wanted to film him for my dad when I was there, and my aunt asked him and the guy agreed, but it never happened. I told me dad and he told me, "Stay away from that guy, he'll stab you." LOL
So I think a lot of European villages are like this. But in his village it was mostly drunks. But one of my cousins was a Neo-Nazi and she would always put her feet up on the bar, in the local bar and when someone said something to her, she would start a fight with them and the entire family would run over. I never saw any of this, but my parents told me. My wife's husband's family especially had a reputation in the village. My niece told me not to go out alone at night because I'll get beaten.

We have assault riffles all over France so it won't surprise me if it happened but usually they just attack people who own them money, not really random person.

I didn't know about Poland but in the end it's not surprising, Eastern Europe is about Russian mafia and here in Western Europe it's the Italian mafia and Arabs. American are pretty agressive though, French criminal are very chill except if you insult or ignore them.
It's actually very strict it's just that judge are corrupt so they never apply the law, age of consent is 15 but a dude raped a13 years old girl and said she consented (so by our laws that rape no matter if she consented or not because she's under 15 and that's pedophilia) but by saying she consented the judge said it was ok and nothing was bad or illegal.

The reality is island's are heavily reliant on tourism. Once a place has got a bad reputation for crime the tourists stay away, the money dries up, and things get worse. Unless the natives start behaving there's no point in the french investing.

That's actually a really good point. One can argue that investment would lower crime, but I agree that they should give something from themselves as well. Martinique has a relatively low crime rate though, and even French Guinea from what I read. But what you're saying makes sense. Crime may have something to do with it. Most of the crime on St. Martin was the result of migration from countries like Haiti and Jamaica. It kind of stopped after the hurricane, but I'm kind of not surprised the French stopped putting money into it or bother rebuilding it after the hurricane.

So yeah, it can have the reverse effect too. A nice place can turn into a shithole, and then the investment stops like you said. So it does have to do with culture too.

Maybe St. Bart's and Les Saintes have been able to stay crimeless, because they're a bit remote and difficult to get to, and are also quite small and don't have very many resources.
