Because thous poor people will sell even theyr own mother for a pice of bread. There are many case similar in East Europe as well. People that for a drink or a beg with some cheap products for cooking will go and vot the moust corupted one just because "he give me something".
They don't think to high level, can't understand the international world and have dificultys even in understanding numbers bigger then theyr own social asist incoms.
There are people who never see nothing more then theyr small little vilage of 1000 people and don't care about nothing else they how theyr onion will grow in 3 months.

Same way North Korea is focus more on its military over its society and same way the United States has millions to train and prop up regimes in many different nations when water treatment healthcare and prisons still exists.
