America's Leadership problem or Government too large to govern problem?

Ryan Chapman observe that expectations are too high to be met by anyone, and detail the ways modern President's really don't control even the executive branch they were elected to run as a result of sheer size and diversity of issues.

Only to then end on a note the problem somehow being the American people's learned pessimism about the office being related to why we are somehow we just are not getting "supermen to run" because we are too harsh.

Is it not possible that supermen required don't actually exist? Therefore the office itself is simply now too powerful to be ungovernable?

America just doesn't elect competent Federal leaders anymore
The Federal goverment is simply too big and complex for anyone to govern.
