No. Its about the sun exposure. Normally though you cover yourself up more in a colder climate, you are not outside as often, the sunlight is usually weaker and such things contribute to you not getting as much sunlight.

The body is also much more willing to develop more pigment as necessary than to remove it so if a black person moves to the North Pole or something they won't turn pale white just like that where as someone living in a cold climate can get much darker by sun exposure.

No, unless you natural skin colour was pale. In this case the lack of Sunlight will stop your body from storing melanin in your skin which darkens your skin protecting it from the sun.

It's because of vitamin D which is made through exposure to sunlight. Too little and you get rickets, too much is poisonous. In low light region's you need paler skin to produce more.
