In an ideal world nobody would care. That was MLK's dream but they killed him to try and prevent his dream from getting traction.

Racial designations are a political/social thing. Yes, I am aware that a lot of people want to disagree and argue about it. The fact is there was no such thing as a Caucasian race before the late 1700s. Nobody ever thought it was an idea that was worth putting a label on. People happily murdered/raped each other or became friends regardless of 'race' for all of human history. Your cultural beliefs mattered tho. If you showed up in some village with ideas that went against the local beliefs, you better have a good pair of running shoes on.

He looks more Hispanic to me. I definitely wouldn't think he was black if I saw him on the street.
Also "60%" African doesn't tell me anything. Do you have any idea how ethnically diverse Africa is.
But I wouldn't consider him black

If he considers himself to be then sure? Like, it's a cultural heritage thing as much as anything else.

Yes why not? There are literally no black people on the planet who are 100% African. Even the African ones, unless they have had zero contact with any other races, aren't genetically 100% African any more.
