According to the director of the Secret Service, the reason the roof of the building where Trump's would be assassin positioned himself was sloped and provided a "safety issue" for the secret service.

The people whose job it is to die for a political official are worried about a roof not being safe.

'That building in particular has a sloped roof at its highest point. And so, you know, there's a safety factor that would be considered there that we wouldn't want to put somebody up on a sloped roof,' she (Kimberly Cheatle) told ABC News in an interview Tuesday.

The point was that they needed to secure the roof so that no one else got up there, which they failed (and was probably delegated to the local police as is SS standard operating procedure). Things like locking and putting a guard at any entry point for example.

The director is appointed but apart from that the internal workings have nothing to do with the president. That's how they got the nickname "secret service." Thought the people they are assigned to protect do get some say over who is assigned to them, as Biden did before he was sworn in, insisting he work with the same people he had as vice president. And they still worked there despite the director at the time being a Trump appointee as, again, the president doesn't influence the internal workings - at least unless project 2025 becomes a thing.

Indeed, ensuring loyalty to trump (instead of the competence that comes with people needing to compete for their career) in such internal matters is one of the goals of project 2025.
