it's quite hard to lock it down to "one" ethnicity, cause there isn't reliable survey data on every ethnicity to have a fair comparison. what you can generally say is that intelligence evolved as a necessity to surive more in areas that are harder to survive. so meaning for example: the further up in the barren north an ethnicity belongs, the more intelligence they had to evolve in order to stay alive, cause that environment needed careful observation and planning in order to generate the food reserves to stay healthy and alive. the opposite is true for any ethnicity that is geolocated closer to the equator.

so what you can say is that any ethnicity living closer to the equator has a lower intellect on average than those ethnicities who live more close to the poles.

however it should be noted that such statements that can be made about entire ethnicities can't be taken to make any pedictions for an individual.

There is not one, if people have equal chances and opportunities to learn with no external pressures, then they can equally achieve the same results. A walk in the average hospital shows the various ethnic backgrounds of doctors, surgeons and consultants. Same with University Lecturers, a wander around Cambridge Campus or the Science Park shows various ethnicities working together.
