It depends honestly.
If the person is shady, hides the infidelity, attacks the victim, defames/gaslights to cover it up or acts irrationally as a leader to divert attention then all this is identity/character.
Now, if the person is transparent, admits past mistakes, owns up to it, and willing to write the wrongs into rights then absolutely is a great leader.
That makes character contingent on getting caught.
Sexual scandals can end politician’s careers but sometimes boost them. Depends on how the media spins the narrative.

Why? people wear different hats for different situations? It's dishonest sure but doesn't effect job performance
I once had a (sort of a) boss... who was also a cheater
work wise, he was one of the best bosses I had and great at bossing too... but, on the faithful thing... dude even tried to get my girlfriend to cheat, lmao...

One is not renewed incompetent from such things but, that's a display the lack of character, living in a double standard or a level of hypocrisy without a doubt.
For someone like Gavin Newsom and Bill Clinton it's all of the above.
