That's a very good question indeed. But I'm glad someone finally noticed this. You have be incredibly naiive to truly believe that all races and cultures are equal and people everywhere are the same.
A lot of of it does have to do with culture and upringing, but someone also said that dark skinned people have a lot of melonin and originate from regions of the world which are very hot and both high levels of melonin and hot weather makes people angry and more prone to violence.
