I can speculate thou that they wanted to utilize a convention bump for early voting advantage before anyone could debunk what was said.

Nothing in politics is ever a coincidence. The taxpayers should be reimbursed by taking it out of all the salaries of those involved as it contains nothing, like we all knew. If they were smart, they'd have released nothing rather than telling us they had nothing. The release was a massive failure on their part.
