But Not voting simply means a lot of people are generally ok with how things are in their state and/or don't judge themselfs qualified to improve it.

How is that humility and/or satisfaction not a needed feature for democracy to work?

How do you manta in a goverment when you compel millions of people to vote on issues on which they have zero qualifications to make a good judgement?
