Weather modification is possible... A hurricane is influenced by multiple variable, a number of which can be manipulated. Project Cirrus/Stormfury and Operation Popeye all focused on cloud seeding and hurricane tests. There were successful results when it came to creating military tactical advantages, but ecological risks and international backlash lead to the 1977 Environmental Modification Convention (ENMOD) treaty banning hostile military weather use (weather warfare). Later in 2010 the Convention on Biological Diversity also ban some forms of weather modification/geoengineering. Another method for manipulating hurricanes is the High-frequency Active Auroral Research Program (HAARP) which can heat the ionosphere thus causing space weather which influences the power of hurricanes. This is all public knowledge. You are not legally suppose to modify the weather, well at least when attacking other nations, but if you are treasonous and want to attack your own nation it's sort of a loop hole. The tools are there. The Democrats hate America. Could they do it if they are in power? Yes. Did they do it when they were in power? Well I'm not the one to prove that. Those sort of operations are top secret until someone like Trump decides it's time to let the public in on that information with declassification.

The tech to manipulate the weather exists, might be strong enough to create them? But the democrats have nothing to gain from this since they fumble the disaster response. Keep in mind the US is not the only one with weather modification tech so it can also be a rival country if it were to be man made.

Still the strongest hurricane to the max its ever been its sus but hurricanes happen. I'm not automatically going weather weapon on this one since I don't see the motive just yet.
