Why not have an "inner city bank"... backstopped by the fed that provides chepo loans, business training, etcetc... basically free money to pump up communities. Yes, it will probably default. Think that's racist... go check out the "Chinese" banks in new york city been there for decades. Difference is the discipline in that culture. Black people need to own more buildings, land, property, shops, pizza and burger places and grocery stores and manage it without the social chaos of chicago, columbus (gangs), baltimore, oakland, etc..
The sad reality is that $20k loans is a good idea, but nothing. I've seen "black people/woman" running business and I felt bad for her... worked so hard but in an environment they was just survival, lacked support. Good people in bad environment means exhaustion. The whole economic structure needs improved in certain areas that are densely populated black... detroit, chicago, baltimore, oakland etc.. School, food, culture, family values, church, etc.
That said, I see many successful people... that look black... being um... successful, family values... e. g. marriage and kids and house, jobs, wealth and such. I think it's the same ol issue in this country... division between the haves and the haves nots rooted in the poverty of the mind and environment that pulls them down... and trying to pull more of the haves nots to the other side. And that starts with family, networking, education, quality food, parenting!
you'd better teach personal finance, military level discipline and have a lot more black police for these areas, more churches and ownership.

@V_Injector I dont think she is joking. Its important to realize that when a president chooses a VP they do not pick a person that have the same beliefs as them. Since the VP does not really have any powers outside of being the backup if something were to happen their primary duty is actually to help win the election itself. As such, Harris is not the same as Biden and does not stand for the same politics or beliefs. Harris is historically much closer to someone such as Bernie Sanders for reference.
Of course, she can't be completely independent here either since she is running for president which is not a one person job and she had to jump into the middle of the campaign without being able to prepare her own team or plan. In other words, she mostly inherited her platform and staff from Biden which is going to limit what she can say or do at least in her first presidential term.
That said, I think these are very simple changes which she can probably do if she wants and there is no real cost to doing them either. It would be foolish to claim you will do them and then not deliver.

I may have misinterpreted the explanation myself. As I understood, this creates a plasma which then can be used in a heat pump.
