The article you gave, made no mention of serving to the public at all, the building itself was closed to the public during his visit as well, and it would be illegal for him to do so anyways without his food handler cert. All you proved, is he served a drive through, consisting of people who aren't mentioned as regular people at all, meaning it could still just be secret service or his campaign staff helping with another photo op.
