states, but there are reasons to nationalize.
creates so much complexity for business to deal with all the rules and changing rules.
as well, might think you are following law... then drive through state and find out you aren't. that's frustrating... maybe costly.
this is great for lawyers... to have diff laws...$, lawsuits, etc..
