How is it that, these days, the word, "woman" is now pronounced, "women" and the word, "women" is now pronounced, "woman"? Who changed this and why?

I figured it was just the stupid kids being taught wrongly that are doing this but, I just now heard an older guy in congress giving a speech where he said, "woman" twice in a row instead of saying, "women" which he SHOULD'VE said!
