Trump can only continue to subjugate Canada as a kind of colony as America largely has for decades now due to our overwhelmingly dominance economically, culturally, politically, and militarily.

Congress alone can offer Statehood. Due to that involving sharing and/or giving up power by the people & states currently in power congress rarely offers this to any state no matter how merited. Many waiting decades if not a century for the offer.

Canada is effectively a colony of the U. S. as it stands right now, we can basically get whatever we want out of Canada via economic and political manipulation using our overwhelming power dominance in North America, we don't need to care about the people.

If congress were to offer Canadian provinces Statehood it would basically give them control of America given how divided we are.

Because Canada is a collection of provinces not a unitary state or people, just like America. Its kind of silly to suggest they would all be a single state, given their various regions have more in common with the states to the south than they do each-other.

Canada would be probably 9 states not 1, with Prince Edward Island being too small either in land and population just like Guam

This is more than enough to control most presidential elections and control the house and senate. If Canada were to be united politically, which is very unlikely.

As each Canadian Provence would likely mirror their neighbors politically sharing the same basic economic and cultural interest. Polices like goverment run healthcare are political policies they would maintain at the state level. Ideally as State run insurance companies so they could provide services in every other state.

Trump was joking; he doesn't want more immigrants, and immigration is a major issue in Canada. Canadians are tired of Trudeau letting so many immigrants into the country. If Canada were to become the 51st state, it would be a more significant problem that the United States does not now need.
