Yes, he is straight up saying he would become a terrorist in that scenario.
And as much as it pains me to say this, sometimes violence is the only thing that can really bring change. That's why it's so important to keep the open marketplace of ideas.

The founding fathers had a revolution that was partially based on a 20% tea tax. Imagine what they would have done if their healthcare providers were actively trying to keep them sick or even kill them to make a profit.
