Keeping in line with his anarcho-capitalist trend so that the changes wouldn’t conflict with other things already done:
I’d reduce federal oversight of state activities and continue handing more authority back to the states over their own affairs.
I would prevent the states from penalizing citizens for travelling to other states for medical care (if we are trying the confederacy model it needs to allow for freedom of movement or it’s not a proper confederacy).
I would heavily invest in infrastructure projects to help reduce the barrier to local manufacturing.
I would put pressure on municipalities to accept federal money in exchange for tackling local problems like overly restrictive zoning and the growing unhoused population (basically offering federal money whenever they can break the NIMBY stalemate locally to deal with these sort of problems).
I would start preparing for impending de-dollarization by starting to accumulate gold and bitcoin in the treasury.
Since he’s scrapping them anyways I would shift from government agencies being in charge of environmental protections etc but would also shift some of that funding to the court systems and consult with knowledgeable folx there about how to beef up the judiciary branch so it could handle environmental and health damage as litigation. Also providing financing for suing companies who cause environmental/property and health damages. I’m in Canada, so up here we would have a lot of work to do on increasing the challenges in placing counter suit after counter suit as this has currently more or less broken our courts as a settling mechanism. Not sure how that aspect is going down south.
Tarrifs wise it only makes sense to me to do it on things where the price of making it locally is within say 150% (1.5x) the cost of importing it. Some stuff is more like 3-5x more expensive and the inflationary pressure from that would be unsustainable and local industry isn’t ready yet anyways. I’d prefer to beef up local infrastructure first and then impose the tarrif once we were competitive. Though that takes money.
Wars wise I would let Ukraine have whatever weapons they wanted, none of our troops though. I’d shut off all support for Israel and potentially enforce a blockade until they withdraw from Gaza, Syria and Lebanon and begin allowing aid back into Gaza. I’d also make a formal defence pact with Taiwan snd officially recognize them.
I would also have all goods produced wholly or partly by the prison system have to put a disclaimer/logo on their products. Any attempts to bypass this would result in heavy fines.
I would create or beef up the current department currently in charge of investigating white collar crime. I would increase their funding, tools and the penalties for these sorts of offenses.
I would hand mineral rights back to the indigenous communities who historically controlled those lands, so the majority of the country. This would not impact people living there as far as property rights/land ownership but would impact any resource extraction as they would need permission from the local land holding nation. It also gives them an independent means to fund the social programs needed to recover from colonization and the attempted genocide of our people by the federal government.
Probably not a comprehensive plan but a handful of ideas worth considering.

He thinks it will also help him self-pass a third term if he doesn't drop dead by yet more self hired assassination attempts or natural

Section 230 would be more strictly enforced so social media companies cannot editorialize while also having publisher protections.
So no shadow banning a YouTube channel that has a political opinion the CEO does not agree with.
I would go back to toilets that flush on the first try and washing machines that get clothes clean on the first wash.

I would mandate that all men under 6ft and all men with a penis size less than 7 inches be sterilised. That way within a generation we would fix the problems in society and our daughters and granddaughters would thank us.
We have enough laws and regulations. I want Congress to go through every bill they've passed and still evaluate if they're valid. I highly doubt many laws passed in 1826 could be relevant today.
