Feminists get short hair for the same reason as they wear baggy clothes now (while simultaneously fighting to free the nipple and in the past they fought against more conservative clothing), feminist like all identity politics are a tribe based around a common enemy aka what they call the patriarchy. Specific actions don't matter so much as whether feminists feel they are for the tribe or not. If a man or a devout religious woman sees a woman half naked and tells her "cover up you are degrading yourself" that is misogyny. However, if a feminist tells a half naked woman "cover up you are degrading yourself" that is empowerment.
