In Tennessee, a citizens arrest can be conducted if there is reasonable suspicion of a felony, even if one is not witnessed in front of the person making an arrest.
Crossing illegally into the United States is a felony. It is a federal crime, not a state crime, but I didn't see where TN law differentiated between the two.
