I doubt all of Canada would become a state. That said Alberta, British Columbia, and Saskatchewan might not want to get taxed to death by the central government unevenly to support urban elitists while also getting their economies decimated by that same central government of urban elitists that refuse to negotiate with the USA. They could separate from Canada and either negotiate with America as independent nations or join as territories and bring a boom to their economies while simultaneously gaining more freedom and work toward statehood. Canada fracturing is more likely than all of Canada becoming a state.
