President Trump has met all the requirements of enforcing that law. Even if a government has not actually perpetrated the act, they have enabled it to happen, Which is the same as perpetrating it in law, it's called accessory before the fact.

The problem here is that the Court really has no "stronger action" options other than to hold Trump in contempt, which would be meaningless since it cannot be enforced. Trump has immunity for all "official actions" that the Supreme Court gifted him.

@Amy10223 Trump was convicted in state court of 42 counts of essentially the same crime, something that many businessmen and businesswomen do every day, and are not charged with it, in a politically motivated trial. Trump has never been convicted of rape; in civil court, he was found liable for sexual abuse and defamation, not a criminal conviction, and paid a fine ti the victim.
