You can easily figure out what he meant.

He means that after he serves his second term he will have fixed most of the things that biden messed up and nobody will ever want to go back to those bad old days again. Who would want to go back to illegal aliens costing us a trillion dollars a year? Who wants to have over a hundred thousand Americans die from fentanyl poisoning? Who wants to send their kids to failing schools? Who wants to be forced to drive an electric car? Who wants to eat bugs?

The fact that what he really said is that there isn't going to be another election and that he will make sure there isn't. This goes right along with his desire to be a dictator.
