There are plenty of videos of Homan interfacing with the media conveying a message that Congress needs to fund the job if they want the job to get done. Employees need to be paid to work. The deportation request by the president is a large job, and thus requires a lot of man hours that need to be paid for. He speaks a lot about the protection of civil liberties of citizens and of missing children and the rule of law. In general that points towards him being a Liberal.

Liberalism is the ideology of freedom under the law. You know, private property and the right to protect it, unhampered market economies (capitalism), constitutional guarantees of freedom of religion, freedom of speech and the press, right to peacefully assemble, under the rule of law, limited government, international peace based on free/fair trade.

You know, pretty much what Trump is promoting at the core of his ideology. He’s going through government with DOGE shrinking the size of government by eliminating waste, fraud, and abuse. He’s signing executive orders to remove regulations on markets, he’s using reciprocal tariffs to promote fair trade and theoretically drive competing powers toward zero tariffs on Americans in time. He’s enforcing the rule of law to protect US Citizens who have rights under the Constitution by for example removing illegal aliens (who do not have the same rights under the constitution) with I. C. E. with a targeted focus prioritizing deportation of violent criminals. Targeted policy and legal action against social media companies that are censoring citizens freedom of speech. Exercise of religion in political speech and school systems. Promotion of world peace by including business in peace negotiations among warring nations and regional foreign relations so on and so forth. You know, pretty much everything you hate. Even though you and your allies have carried out a lot of image cheapening to try to tarnish liberalism, it's still alive and health in government today thanks to MAGA.

That's why Homan for example as a representative of I. C. E. is so adamant about the rule of law to protect Americans who do have rights under the constitution and why he advocates so strongly for state and local governments to assist the federal government. He'd prefer to not grow the central government and to have state and local governments assist. There has even been mention of private industry like Black Water negotiating to remove illegal aliens. At the end of the day, the rule of law has to be enforced for capitalism to flourish and for citizens to be able to enjoy their constitutional freedoms. Homan/ICE seem to understand that.
