People have donating money and food to Africa for decades how is South Africa still filled with crime?

I think there has been a misunderstand here. USAID is not a charity program. Its a power projection program. It establishes US control over regions through relief, economic or diplomatic means rather than guns, bullets or spies.

The goal of USAID is not to make the world a better place, its to make America the worlds super power. Something which it has succeeded in.
